Montenegro 2026 — two paid objects in the whole country, and a category number that is not what you think
Montenegro has no vignette, and there is very little to pay for. The state operator charges for exactly two things: one section of motorway and one tunnel.
Everything else is free. The whole coast road, the passes, the road through Kotor, the drive to the Albanian and Croatian borders — no charge, no barrier, nothing to register.
The currency is the euro, so there is nothing to exchange either.
The motorway: the price depends on where you get off
The paid section is the Bar — Boljare motorway between Smokovac and Matesevo, about 41 km, with tolling since July 2022. It climbs from 63 m above sea level at Smokovac to 1,100 m at Matesevo, through 16 twin-tube tunnels.
There are four plazas — Smokovac, Pelev Brijeg, Verusa, Matesevo — and the charge is not a single fee. Entering at Smokovac, a car pays:
- to Pelev Brijeg — 1.50 €
- to Verusa — 2.00 €
- to Matesevo — 3.50 €
A motorcycle pays 0.50 €, 1.00 € and 1.50 € for the same three. At the other end of the scale, a heavy lorry or a large coach pays up to 17.00 € to Matesevo.

⚠️ The category number that trips people up
The operator numbers its categories, and the numbering is not the one most guides assume.
Category I is motorcycles, tricycles and quadricycles. A car is category II — defined as a two-axle vehicle up to 1.3 m high measured at the first axle, or up to 1.9 m and not over 3,500 kg.
This matters in money. If you read "category I" and look up the first column, you will expect 1.50 € for the full run and be charged 3.50 €.
The tunnel: one price, no matrix
The Sozina tunnel, the shortcut from the Podgorica side down to the sea, is charged separately and at a flat rate. A car pays 2.50 €, a motorcycle 1 €. The heaviest category pays 18 €.
There is no second charged tunnel. The operator publishes two price lists in total.

How to pay, and why the tag is not for you
At the barrier you can pay in cash or by bank card in a lane staffed by a collector — the sign above the canopy tells you which lane that is.
There are also electronic lanes for a windscreen tag, taken without stopping: slow to 10 km/h and keep your distance from the car in front, or the transaction fails. When traffic is heavy the operator may convert those lanes into combined lanes that take the tag, cash or a card — so a queue at the tag lane is not necessarily a queue you cannot join.
The tag itself costs 20 €, and the minimum top-up is 20 €. But the practical detail is not the price: you have to collect the device in person. You either do the whole thing at a sales point, or apply by e-mail, pay by bank transfer, and still turn up to collect it against a signature. For one holiday that is a detour, not a saving.
⚠️ We could not establish whether the terminals accept cards issued outside Montenegro. The operator writes "bank card" without qualifying it. Carry enough cash to cover the barrier and the question stops mattering.
Who does not pay
The exemption list is short and comes from the amended Law on Roads: vehicles carrying the accessibility sign for a disabled person, and the vehicles of the police, the emergency medical service, the protection and rescue service, the state road inspection when marked as such, and the operator's own service vehicles.
None of it is automatic. Each requires an application with documents. For a disabled person the certificate covers one vehicle and applies only when that person is in it.
The thing most likely to stop your trip is not the toll
The paid road climbs to 1,100 m. The information site autoput.me states that for 15 November 2025 to 1 April 2026 winter tyres on all wheels were compulsory for all motor vehicles on roads where the signs say so — regardless of whether there was any snow that day — with a minimum tread depth of 4 mm. That is last season's order and the rule is set season by season: check the dates for the season you drive in. Off the signposted stretches, winter tyres are required whenever winter conditions actually exist.
The motorway limit is 100 km/h, and there is also a minimum of 50 km/h.

The operator publishes how to pay and who is exempt. It publishes no penalty and no procedure for a missed passage, so this page names none either.
Updated: 2 October 2026. Both price lists, the payment models, the tag conditions and the exemption rules were re-read at the state operator's own site on that date; the motorway profile, the plaza names, the speed limits and the winter-tyre order at the motorway information site on the same date.
